Abstract
This study analyzes the effect of public corruption on municipal fiscal performance in Colombia (2016-2019). Using a composite corruption index and quantile regression with instrumental variables, we find a differentiated negative impact: it is significant and larger in low-performance municipalities, and insignificant in high-performance ones. Fiscal performance is inelastic to corruption, with higher sensitivity in the lower quartile.
