Abstract
Open data is a tool that enables better the transparency of public administration, empower citizens, generate knowledge, innovation, and boosting the economy. The research analyzes the advances in open data in the higher education sector, the purpose of identifying conceptual elements for the design of the evaluation model of the readiness of open data in Colombian Higher Education’s Institutions (HEI). Based on the review of literature be presented the classification for the use of open data in universities. Also, show analyzes of the referents of evaluation of the readiness of open data. On that basis, and the guidelines of open data in Colombia, are proposed and mapped components, elements, and dimensions of the measurement of the evaluation conceptual model. It concludes in the importance that it has measurement tools to better the openness of data in the HEI.
