Each phase or state can generate projects and depending on their development they can begin their transition into any of the receptive phases. The trilateral interaction among the phases is analyzed from a mathematical found in Boole's Algebra, which allows the orientation, from any of the states or phases, either the developed or developing projects and the cycles they go though. This research proposes a service unit devoted to the analysis of the bilateral relationship university - Industry that would facilitate a proper follow up of the specific projects in the phase or state U or Em, in order to prevent them ending up either on an actual or virtual library shelf.",
